It is a liquid converter, when mixed with cake eyeliners, powder eye shadows, mineral makeup, pigments or brow makeup to create a makeup cream.
It can be applied over eye shadow makeup with a soft shadow brush, over a cosmetic pencil with a soft liner brush or with a spoolie over a brow pencil or makeup. Mix with liquid or cream makeup.
